Deal Reached; Government Reopens and Debt Ceiling Extended

On October 16, Congress reached a short-term deal on the government shutdown and debt ceiling.  The deal temporarily reopened the government through January 15, 2014 and extended the Treasury Department's borrowing authority through February 7, 2014. It also established a conference committee to discuss the chambers' larger budget differences.
